Auction (English version)
The Norwegian Ministry of Trade, Industry and Fisheries have decided to release new aquaculture licenses for salmon, trout and rainbow trout in 2018. The Ministry have also determined that the new licenses will be allocated through an auction.
The allocation of these new licenses is part of the implementation of the new system for enabling growth in Norwegian salmon and rainbow trout production. The system, as described in the white paper so far comprises the Regulation on establishment of geographical production areas in Norwegian Aquaculture, and the Regulation on growth in production capacity in Norwegian Aquaculture , and is often referred to as the “traffic light system ”.
The Ministry has carried out a public consultation on its proposal on a regulation on allocation by auction which closed Wednesday the 18th of April.
In the consultation the Ministry proposed that production capacity be offered in production areas 1, 7, 8, 9, 10, 11, 12 and 13. The amount of production capacity offered in each production area will be announced at a time closer to the auction.
Furthermore the Ministry proposes that potential bidders in the auction will have to submit a registration form to the Norwegian Directorate of Fisheries, this according to paragraphs 9, 10, 11 and 12 in the proposed regulation.
Requirements for being registered as a bidder in the auction will be announced on the Directorates webpage at a time approaching the auction together with the necessary forms.
The opening of registration and the deadline for registering will be announced on the same webpage approaching the auction.
According to the Ministrys proposed regulation the data submitted by the registrant will be subject to control by the Norwegian Directorate of Fisheries before the registration can be approved. The Ministry also suggests that the Directorate will be given legal authority to dismiss gravely incomplete registrations and registrations submitted after deadline.
