IUU and the Norwegian blacklist

Norway maintains two blacklists for its economic zone. Vessels listed on either are prohibited from fishing in Norwegian waters.

The IUU list

Illegal, unreported, and unregulated (IUU) fishing violates both national and international regulations. To address this, the Directorate of Fisheries has established an IUU list under regulations concerning the ban on landing fish and other special measures against IUU fishing.

Vessels appearing on the IUU list are:

  • Denied licenses to fish in Norway's economic zone.
  • Prohibited from acquiring permits for entry into the Norwegian brand register.

Violations of these prohibitions may lead to penalties and confiscation of assets.

Structure of the IUU List

The IUU list is divided into three parts:

  • Part 1: Vessels subject to all prohibitions, including denial of port access.
  • Part 2: Vessels not immediately affected by port access refusal.
  • Part 3: Vessels notified of an impending ban decision.

Part 1 

Vessels on Part 1 of the IUU list are barred from:

  • Entering Norwegian territorial waters and ports.
  • Registering under the Norwegian flag.
  • Fishing in Norway's economic zone.
  • Acquiring entry permits for the brand register.

The Norwegian blacklist

The Norwegian blacklist permanently sanctions vessels that have engaged in unregulated fishing in international waters.

Vessels on the Norwegian blacklist are:

  • Permanently barred from obtaining a license to fish in Norway's economic zone.
  • Ineligible for any form of fishing license in Norwegian waters.

This blacklist is unique in that no vessels can be removed from it. As a result, it serves not only as an active enforcement tool but also as a comprehensive historical record.
