Real-time closure (RTC)

Norway and the European Union have implemented systems for Real-Time Closures (RTC) in the North Sea and Skagerrak to protect juvenile and small fish.

While the Norwegian and EU systems are similar in nature, they operate with different trigger levels. The RTC system allows for the temporary closure of fishing grounds to safeguard vulnerable fish populations.

Under Section 47, second paragraph of the regulations relating to sea-water fisheries, the Directorate of Fisheries is authorized to close or reopen fishing grounds within Norwegian jurisdiction in the North Sea and Skagerrak. This measure aims to protect juvenile and undersized fish.

Criteria for Closures

In accordance with the RTC regime:

  • Fishing grounds are closed for 14 days if the proportion of juvenile or small fish exceeds the thresholds specified in the regulations.
  • These closures are strictly enforced to ensure sustainable fisheries management.
